PROGRAM LEGISLASI NASIONAL 2009-2014: AGENDA DPR, DPD DAN PEMERINTAH YANG SELALU GAGAL

Abstract

National Legislation Program endorsed by the Government, DPR, and DPD, actually can be said as a program that is not realistic. Therefore, it seems natural if they received criticism from many par¬ties. Since Prolegnas 2004-2009 period, the unrealistic program very visible, for example, it is targeted that Law Plan can be passed into Law is 70 per year, but the implementation are not more than 9 units of Law. Here, the utmost problem when the target was proclaimed is that the substance (content) of a law actually have a lot of weaknesses. As a result, a new law enacted about a year alone got a lot of criticism be¬cause the content did not correspond with the aspirations of the com¬munity. In addition, there are also weak "point" because full of interest in the law. This paper seeks to discuss the weaknesses and provide best solutions on how Proglegnas will be declared forward on.
