Abstract

The public demand for good quality public services from public institutions is becoming increasingly high, one of which is the Police Agency. At the same time, some criminal acts are done by law enforcement personnel. This is a violation of the implementation of duties and obligations in public service for the community. Initial suspicion of the main cause of this is the workload carried by the apparatus. In addition, the existence of an exclusive right of the apparatus in accessing "support tools" of work tasks such as weapons to be another cause of potential criminal acts by unscrupulous personnel. This research is intended to know the aggression of criminality committed by security personnel. In addition, to see more deeply about the strategic efforts in the management of apparatus resources, especially orientation and performance guidance conducted by officers and work units in reducing the potential violations in the implementation of work tasks. Therefore, this study is based on aggression theories and the framework of human resource governance through qualitative descriptive approach. The unit of analysis of this research is the organization of public service institutions namely Police Resort Gunungkidul and Police D.I. Yogyakarta. Sources of data in this study are police officers and work units of Human Resource Development Police Gunungkidul Resort and General Criminal Regiment Police Special Region of Yogyakarta. The data collection technique is done through interview, documentation and observation. The results showed that the potential of criminal acts occurred in various forms of violence acts of security forces. This is motivated by the psychological condition of security personnel in the work environment, especially when carrying out field work tasks and the situation of the "domestic" affairs of unscrupulous officials, such as the occurrence of disputes in the household. Efforts to increase faith and piety have been actively activated through personal religious activities such as praying and praying as well as collective activities of the family and community such as recitation and gathering together. In addition, the efforts of coaching the performance of the apparatus are carried out through the institutional role of the work unit such as personal coaching through disciplinary rewards and counseling guidance services. In addition, there are also collective efforts through prayer and pious activities, coaching through "pondok pesantren" and regular briefing of work units.
