SOCIAL AUDIT OF EMPOWERMENT CAPACITY IN VILLAGES PLANNED INFRASTRUCTURE DEVELOPMENT PROJECTS
Abstract
Public services have been reformed with policy, institutional and program/service innovation improvements. In general many citizens have not felt the benefits of the service. Report of complaint to Ombudsman Institution DIY i.e. village service issues, land acquisition, implementation of infrastructure facilities development and community empowerment for regional growth readiness. The problem is how the benefits of community empowerment can be felt by the citizens as to be capable in the dynamics of the village change in the location? This study aims to find out how the benefits of community empowerment services in the village that became the location of the infrastructure development plan. This research is a type of action research, conducted with qualitative approach. Social audit techniques are used to obtain assessments of citizens who receive community empowerment services as well as stakeholders at the site. The study reported that empowerment capacity has institutional and governance elements as the most influential factor for successful empowerment. This study has informed the importance of citizenship orientation on community empowerment plans, policies and programs/activities organized in an integrated manner based on the same data from the Spatial Detail Plan. This social audit has limited affordability and representation of citizens and stakeholders.References
