Abstract
Papua is a rich in natural resources land, thus earning the nickname as “The Land of Hope”. The majority of Papua’s Areas has not been penetrated by humans. Neverthless, Papua Barat is still shackled by various phenomenon, such as: poverty, backwardness, marginalization towards rural communities, and the endless of separatist confliscts. This situation is exacerbated by the weak role of local goverment as indicated by the the poor governance in Papua. As the results, the cases of corruption, collusion and nepotism appears to be implicated directly to the low of public service qualities until recently . This cycle of problems, makes Papua Barat seem to be an unclear region, both in terms of the presence of community development and the performance of its bureaucracy. The Goog Governance implementation in Papua Barat need to be supported by all the parties together, i.e. goverment, the people, and bussines secators.References
