IMPLEMENTASI E-PROCUREMENT DALAM PEMBORONGAN PROYEK PEMERINTAH DAN PRAKTEK PERSAINGAN USAHA TIDAK SEHAT DI KOTA YOGYAKARTA

Abstract

Procurement of good/services efficient and effective government is one important part in improving the management of state finances. One embodiment is the implementation of the goods/services of electronic government (electronic procurement gouverment), the use of communication and information technology facilities. The goods / services of electronic government will further improve and ensure the efficiency, effectiveness, transparency, and accountability in state money expenditure. The purpose of research is to investigate the implementation of e-procurement practice of chartering agreements public projects and to determine the application of the rules and regulations regarding the antitrust and unfair competition related to e-Procurement. Research methodology, with descriptive qualitative approach, that takes into account the data that actually happens in practice, and then compared with secondary data or norms that should apply. Implementation of e-procurement for providers of goods / services must go through several stages, namely: Registration Online, Regristrasi File and verification and implementation of e-Procurement contracting government projects and unfair competition in the city of Yogyakarta is not found their opposition to legislation that is, in particular the Anti-Monopoly Law.
